Uganda Revenue Authority Delegation Visits TOR to Study Ghana’s Oil Refining Experience

A delegation from the Uganda Revenue Authority (URA) has visited the Tema Oil Refinery (TOR) to gain insights into Ghana’s crude oil refining operations as Uganda advances plans to establish its own refinery.

The delegation, accompanied by officials from Ghana’s Petroleum Commission (PC), visited the refinery on Wednesday, October 21, 2026, as part of an information exchange programme aimed at sharing knowledge and experience in the petroleum sector.

TOR Managing Director Edmond Kombat and Deputy Managing Director Alhaji Mustapha Batalima Abubakar welcomed the delegation and provided an overview of the refinery’s operations and business activities.

During the visit, TOR’s technical team briefed the delegation on the various stages of the refining process, explaining how crude oil is processed into finished petroleum products.

The discussions provided the Ugandan officials with an opportunity to learn about the technical processes involved in refining, with particular attention to the processing of locally produced crude oil.

The engagement also offered a platform for knowledge-sharing between officials from the two countries as Uganda works towards developing its domestic refining capacity.

Head of the delegation, Arthur Musinguci, said the visit would help deepen the team’s understanding of refinery operations as Uganda progresses with its plans to establish a refinery.

He said the delegation was keen to learn from TOR’s operational experience and gain practical insights that could inform Uganda’s refinery development efforts.

The visit underscores the role of technical exchanges and institutional collaboration in sharing expertise within Africa’s petroleum industry.

As Uganda advances its refinery plans, the experience shared by TOR is expected to provide the delegation with a better understanding of the technical and operational considerations involved in crude oil refining.
