NPP handed over NHIA with GH¢1m positive balance; Gov’t did not inherit any debt – Minority

The Minority in Parliament has rejected claims by Health Minister Kwabena Mintah Akandoh that the government paid GH¢2.6 billion to the National Health Insurance Scheme (NHIS) in 2025 to settle outstanding debts to health service providers. The Minister made the statement on Monday, March 9, in response to a question from Minority Leader Alexander Afenyo-Markin.

In response, Dr. Ayew Afriyie, Ranking Member of the Health Committee, said the claim is inaccurate. He cited NHIS reports indicating that the previous administration left the scheme with a positive balance of GH¢1 billion.

Dr. Afriyie stated that from 2021 to 2023, the National Health Insurance Authority (NHIA) had a debt of GH¢2.4 billion, which was cleared in three tranches of GH¢800 million each before the NPP government left office. He emphasized that the NHIA management did not inherit any debt from the previous administration.

He called for an end to the politicization of NHIS issues and said the Minority is ready to challenge what it views as false claims regarding the scheme.

“The previous NPP administration left the NHIA with a positive balance, which was used to pay claims for November, December, January, and February,” Dr. Afriyie said.
