President Mahama directs immediate disbursement of GH¢300m for flood relief and mitigation

President John Dramani Mahama has authorised the immediate release of GH¢300 million from Ghana's Contingency Fund to finance emergency relief and long-term flood mitigation measures following the devastating floods that swept through parts of Accra and other communities in southern Ghana.

The directive, announced on Tuesday, June 30, 2026, forms part of a comprehensive government response to one of the country's worst flooding disasters in recent years, which has claimed several lives, displaced hundreds of residents, destroyed homes and businesses, and caused significant damage to public infrastructure.

According to a statement issued by the Minister for Government Communications and Presidential Spokesperson, Felix Kwakye Ofosu, the funds have been divided into two major components to address both immediate humanitarian needs and future flood prevention efforts.

Government has earmarked GH¢150 million to provide urgent humanitarian assistance to flood victims across affected communities.

The funds will support emergency shelter, food distribution, medical care, temporary accommodation, essential relief supplies, and rehabilitation assistance for families whose homes and livelihoods have been affected by the disaster.

The National Disaster Management Organisation (NADMO), working alongside local assemblies and other emergency agencies, is expected to coordinate the distribution of the relief package.

The remaining GH¢150 million has been allocated to finance flood control and mitigation projects aimed at reducing the impact of future flooding incidents.

The intervention is expected to support drainage improvement works, desilting of major drains, rehabilitation of damaged infrastructure, and other engineering projects designed to improve stormwater management in flood-prone communities.

The funding forms part of government's broader strategy to strengthen Ghana's disaster preparedness and climate resilience.

As part of the emergency response, President Mahama has directed the Ghana Armed Forces and the Ghana Police Service to immediately deploy personnel to support NADMO, the Ghana National Fire Service and other emergency agencies involved in ongoing rescue, evacuation and relief operations.

The security services are expected to assist in evacuating stranded residents, securing affected communities, managing traffic disruptions, protecting public property and supporting the distribution of relief items.

The deployment comes as emergency responders continue search, rescue and recovery operations in several communities that remain inundated.

Earlier on Tuesday, President Mahama undertook an aerial inspection of flood-hit areas to assess the scale of destruction firsthand.

Following the assessment, the President reiterated government's commitment to providing immediate assistance to affected residents while pursuing long-term measures to tackle Accra's recurring flooding challenge.

He announced that beyond emergency interventions, government intends to invest in improved drainage infrastructure, stronger urban planning measures and the development of a new growth centre outside Accra to ease pressure on the capital.

According to the President, reducing congestion and uncontrolled urban expansion remains one of the long-term solutions to addressing the city's persistent flooding.

Monday's torrential rainfall submerged several communities across the Greater Accra Region, including Circle, Alajo, Kaneshie, Adabraka, Achimota, Weija, Madina, Adenta, Lapaz and parts of Spintex.

Floodwaters trapped residents in homes and vehicles, disrupted commercial activities, forced the temporary closure of some public institutions and left major roads impassable.

The Electricity Company of Ghana (ECG) and the Ghana Grid Company Limited (GRIDCo) temporarily shut down the Mallam and Achimota primary substations to protect critical electricity infrastructure after floodwaters inundated the facilities.

Emergency responders have since intensified rescue efforts while damage assessments continue across affected communities.

Government says the release of the emergency funds demonstrates its commitment to supporting affected families while investing in sustainable flood prevention measures.

Authorities have urged residents to remain vigilant, avoid flood-prone areas, stay away from exposed electrical installations and comply with all safety directives issued by emergency agencies as recovery operations continue.
