The Controller and Accountant-General’s Department (CAGD) has paid promotion-related salary adjustments and arrears to 56,003 Ghana Education Service (GES) teachers, completing the payments ahead of the October 16, 2026 deadline agreed between the government and teacher unions.
The payments follow a strike by teacher unions that lasted more than a week and was called off after government intervention and assurances that the outstanding promotion-related payments would be made.
In a statement issued on Friday, October 16, 2026, and signed by its Head of Public Relations, Cephas N. Dosoo, the CAGD said the payments covered teachers whose promotion records had been submitted by the GES and successfully verified to meet payroll requirements.
According to the CAGD, 49,725 teachers received their promotion-related salary adjustments and arrears on October 15, 2026, alongside their October salaries.
The payments covered salary adjustments and arrears dating from January 1, 2026.
A further 6,278 teachers received their payments in September 2026, bringing the total number of teachers paid to 56,003.
“Of this number, 49,725 received their payments on 15 October 2026, together with their October salaries. These payments covered salary adjustments and arrears from 1 January 2026. A further 6,278 teachers were paid in September 2026,” the statement said.
The Department confirmed that the payments were completed before the deadline agreed at a meeting between government representatives and teacher unions at the Ministry of Education on October 2, 2026.
“The payments were completed ahead of the 16 October 2026 deadline agreed between Government representatives and teacher unions at a meeting held at the Ministry of Education on 2 October 2026,” the statement added.
The CAGD disclosed that approximately 80,000 teachers had reportedly been promoted, but the GES had processed and submitted supporting documents for 56,633 of them for verification and payment.
Of the 56,633 cases submitted, the Department successfully verified and paid 56,003 teachers, while 630 cases remain pending due to issues identified during the verification process.
“CAGD awaits the resolution of these issues by GES for the payments to be effected,” the statement noted.
The Department explained that the outstanding cases could be paid once the identified issues had been resolved by the Ghana Education Service.
The CAGD further revealed that 23,367 promoted teachers were yet to be processed by the GES, with their supporting documents still to be submitted to the Department.
“The remaining 23,367 teachers are yet to be processed and relevant documents submitted by GES,” the statement said.
This means that the processing and payment of the outstanding cases depend on the GES completing the necessary administrative work and submitting the relevant documentation for verification.
The Department maintained that it had fulfilled its responsibility to pay all teachers whose submitted records met the required payroll standards.
“It has therefore completed payment for all teachers whose submitted records met the payroll requirements,” the statement stated.
The CAGD assured affected teachers that it remained committed to processing all outstanding eligible payments promptly once the necessary corrections had been made or complete and accurate documentation had been received and verified.
“The Department remains committed to processing outstanding eligible payments promptly once the necessary corrections are made or complete and accurate documents are received and verified,” the statement said.
The Department also expressed appreciation to the Ghana Education Service, teacher unions, and the ministries and agencies involved for their cooperation in facilitating the payment process.
The announcement marks the completion of payments for the verified cases ahead of the agreed deadline, while attention now turns to resolving the outstanding verification issues and processing the remaining promoted teachers.
